Why are we building a dirty coal-fired power plant when Thailand has plenty of natural gas to be used in gas-fired power plants, which are environmentally better?

Thailand currently uses gas for its 70% of electricity generating. This ratio is too risky for the country. In the light of the gas shortage or an increase of oil price, there will be a severe damage to the country and the power price will be increased accordingly.
