The 80-3/2565 Meeting of the Committee Overseeing the Environmental Impact Prevention, Mitigation, and Monitoring Plan for BLCP Power Limited's Coal Terminal Project was held online on October 5, 2022, from 14:00-16:00, chaired by Mr. Porntep Phuripat, Deputy Governor (Operations Line 3), Industrial Estate Authority of Thailand. The meeting acknowledged recommendations for holding meetings both online and on-site, emphasized accident prevention in transport traffic, and approved the minutes of Meeting No. 79-2/2565 with a recommendation to complete the list of attendees.
Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the environmental impact monitoring results for BLCP Power Station's Unit 1 and 2 projects and the Coal Terminal Project during June-August 2022. Overall, all monitored indices met the specified standards. The 24-hour average noise levels measured in July 2022 were 60.6-62.2 dBA, and maximum noise levels were 82.9-95.3 dBA, all within the specified standards. Water discharged from the cooling water canal showed no mercury, cadmium, or chlorine. The maximum seawater temperature was 31.1 °C, a +1.4 °C difference from the reference point, and remained within the 2021 Seawater Quality Standard, which allows for an increase of no more than 2 °C.
Seawater quality analysis results from 3 stations in July 2022 showed that all indices met the 2021 Seawater Quality Standard. Marine ecological quality monitoring revealed seasonal changes in the number and quantity of phytoplankton and zooplankton, and the diversity index indicated that the marine environment is suitable for living organisms. Regarding air quality discharged from BLCP Power Station's stacks during June-August 2022, sulfur dioxide and nitrogen dioxide levels for both units were within EIA standards. However, particulate matter discharged from Unit 2 in early June and Unit 1 in late July and late August did not meet standards due to a leaking water pipe, coal burner adjustment, and soot blowing, respectively.
Ms. Sineenart Khanthaballang summarized the operational results of BLCP Power Station and Coal Terminal during June-August 2022. A total of 955,466 tons of coal from Hunter Valley were docked, with an average sulfur content of 0.43% (annual average standard "≤ 0.45%"). Net electricity generation totaled 1,481,529 MWh-net for Unit 1 and 1,334,029 MWh-net for Unit 2. Total fly ash exported was 162,338.04 tons, and bottom ash was 19,517.14 tons. Total hazardous waste was 19.446 tons, and other non-hazardous waste totaled 278.910 tons, with disposal methods detailed in the attached file.
BLCP Power Station continuously conducted Corporate Social Responsibility (CSR) activities during June-August 2022. This included submitting 47 million Baht in Value Added Tax and 6.4 million Baht in Withholding Tax, as well as contributing 56 million Baht to the Electricity Development Fund. Activities included supporting "World Oceans Day," organizing community dialogues, awarding 40 "BLCP Good Student" scholarships totaling 150,000 Baht, holding "Community Forest Planting" activities, and participating in the CSR-DIW award ceremony. Additionally, there were 3 "Community Mobile Medical Unit" projects in July 2022, a "Happiness Sharing Market" project generating 734,852 Baht in community income, and online sales training for community enterprises (seniors).
