The Meeting of the Committee for Supervising the Action Plan for Prevention, Mitigation, and Monitoring of Environmental Impacts of the BLCP Power Company Limited Coal Terminal Project No. 83-2/2566 was held on Friday, June 30, 2023, from 09:30-11:30 via Video Conference, chaired by Mr. Porntep Puripat, Deputy Governor (Operations Line 3), Industrial Estate Authority of Thailand. The meeting acknowledged matters reported by the Chairman and approved the minutes of Meeting No. 82-1/2562.
Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the results of seawater salinity measurements for May and June 2023, which averaged approximately 35 ppt and did not affect salinity changes in Map Ta Phut Bay. Additionally, air quality measurements from stacks and in the general atmosphere, as well as noise levels and wastewater quality from the wastewater treatment and cooling water systems in April 2023, showed that all indices met the specified standards, except for the maximum noise level measured at Takuan, which was slightly higher than normal due to Songkran preparation activities. The maximum seawater temperature of 32.7 °C also remained within the standard.
Ms. Sineenart Kanthaballang summarized the operational results of BLCP Power Station and Coal Terminal from March-May 2023. A total of 1,137,225 tons of coal from Hunter Valley were docked, with an average sulfur content of 0.43%, which is within the standard. Net electricity generation totaled 1,483,176 MWh for Unit 1 and 1,483,765 MWh for Unit 2. 147,403.78 tons of fly ash and 13,456.44 tons of bottom ash were exported for beneficial use. Additionally, 16.32 tons of hazardous waste and 220.98 tons of non-hazardous waste were managed.
The working group monitored compliance with the project's environmental impact prevention and mitigation measures in terms of air quality, noise, surface water, waste management, marine ecology, transportation, public health, safety, and aesthetics, and found full compliance with the measures. Recommendations from the monitoring on March 23, 2023, included concreting under the coal conveyor belts and improving the automatic water spray system. Furthermore, BLCP Power Station has continuously carried out Corporate Social Responsibility (CSR) activities, such as submitting over 8,585 million Baht in value-added tax and withholding tax, and contributing 59 million Baht to the Electricity Development Fund. This also includes various social and environmental development activities and community cultural promotion.
