Meeting of the Committee Overseeing the Environmental Impact Prevention, Mitigation, and Monitoring Action Plan for BLCP Power Company Limited's Coal Terminal Project No. 82-1/2566 was held on Wednesday, March 29, 2023, from 2:00 PM to 4:00 PM at Meeting Room 204, Map Ta Phut Industrial Port Office Building, with Mr. Porntep Puripat as Chairman and Mr. Chatree Chokprayoonthien, representative of BLCP Power Company Limited, as Assistant Secretary.
The results of the annual monitoring of the hazardousness of bottom ash and fly ash found that the Total Threshold Limit Concentration (TTLC) and Soluble Threshold Limit Concentration (STLC) values complied with standards and are therefore classified as non-hazardous industrial waste. Additionally, the results of general noise level monitoring around the BLCP Power Station in January 2023 were within standards. And the quality of water discharged from the cooling water discharge canal of Production Units 1 and 2 in January 2023 showed no detection of mercury, cadmium, and chlorine, with values meeting effluent standards.
Seawater temperature monitoring in January 2023 recorded a maximum value of 27.6 °C at ST-10, with a deviation from the reference point not exceeding +0.2°C and +0.1°C, which complies with the requirements of seawater quality standards. Furthermore, the results of seawater quality analysis at 3 stations in October 2022 showed that all indices were within standards. Additionally, the results of marine ecological quality monitoring in January 2023 indicated that the number of species and quantity of phytoplankton and zooplankton tended to change seasonally, and the marine water source possessed suitable characteristics for marine life to inhabit.
Regarding the operations of the power plant and coal terminal between December 2022 and February 2023, a total of 1,198,532 tons of coal were unloaded from vessels, with an average sulfur content of 0.41%, which is within EIA requirements. Total net electricity generation was 1,765,722 MWh-net. And a total of 103,901.28 tons of fly ash and 12,431.05 tons of bottom ash were exported. Total hazardous waste amounted to 65.00 tons, and other non-hazardous waste to 403.57 tons. Additionally, all indices for stack emissions and general ambient air quality in the Map Ta Phut area were within standards.
BLCP Power Station has fully complied with environmental impact mitigation measures such as waste management, ecosystem and seawater quality, water and land transportation, public health and safety, and visual aesthetics. The working group provided additional recommendations regarding the improvement of the water spray system at the coal stockyard and the promotion of marine activities. The project has acknowledged these and is in the process of implementing corrective actions.
Corporate Social Responsibility (CSR) activities between December 2022 and February 2023 included a VAT refund of 76 million Baht, a contribution of 35 million Baht to the Electricity Development Fund, support for Thai Environment Day activities, the Nurul Hidayah Unity Day event, the 20th aquatic animal release activity, support for National Children's Day with Omsin piggy bank dolls, and collaboration with the Friends of the Community Association to organize the 'Pan Suk Market' project, CPA V-Camp Hackathon safety training, and scholarship grants.
