Minutes of the 81-4/2565th Meeting of the Committee overseeing the Environmental Impact Prevention, Mitigation, and Monitoring Plan for BLCP Power Company Limited's Coal Handling Port Project, held on Friday, December 23, 2022, from 10:00 AM to 12:00 PM at Meeting Room 204, Map Ta Phut Industrial Port Office Building. Mr. Porntep Puripat served as Chairman. Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the environmental impact monitoring results for BLCP Power Plant's Unit 1 and 2 projects and the Coal Handling Port Project for the period September-November 2022, most of which were in compliance with the specified standards.
The results of air pollutant measurements discharged from the power plant's stacks in October 2022 for both Unit 1 and Unit 2, such as particulate matter, sulfur dioxide, and nitrogen oxides, were in compliance with EIA and Ministry of Industry standards, including opacity. However, in late November 2022, Unit 1's particulate matter emissions were found to be non-compliant due to a change in the production process and a malfunction of the electrostatic precipitator. The project has informed relevant agencies of the non-compliant emissions and is in the process of rectifying the issue. Furthermore, ambient air quality, noise levels, wastewater quality, water discharged from the cooling water canal, seawater temperature, and marine ecological quality all met the specified standards.
Regarding operations, Ms. Sineenart Khanthaballang from BLCP Power Plant reported that between September and November 2022, a total of 1,198,532 tons of coal were received, with an average sulfur content of 0.43% and a maximum of 0.55%, which remains within the EIA requirements of an annual average not exceeding 0.45% and a maximum per shipment not exceeding 0.70%. During the same period, the power plant generated a total net electricity of 1,467,476 MWh-net for Unit 1 and 1,468,188 MWh-net for Unit 2. A total of 184,812.81 tons of fly ash and 16,974.73 tons of bottom ash were dispatched. These ashes are non-hazardous, and some portions are utilized or disposed of in landfills by licensed companies.
Regarding Corporate Social Responsibility (CSR) activities, Mr. Thanait Nantanakan reported that between September and November 2022, BLCP Power Plant returned 39 million Baht in value-added tax and contributed 56 million Baht to the Electricity Development Fund. Additionally, the plant continuously organized and participated in social and environmental activities, such as mangrove forest development volunteer activities, donating relief bags and sandbags to flood victims, beach clean-ups, receiving awards for assisting the Royal Forest Department and for outstanding labor relations establishments, as well as supporting scholarships and organizing various health and safety activities.
The project continues to collaborate with the Friends of the Community Association to carry out various activities, such as the Friends of the Community Mobile Medical Unit project, which served 1,700 people with 98% satisfaction; providing knowledge on grease traps in the Nam Hu Canal basin; organizing roadshows to provide educational guidance to over 4,250 students; and awarding continuous scholarships totaling 13.9 million Baht. Additionally, a marine resource management plan for 2023 was developed, which includes mussel farming, releasing aquatic species, planting seagrass, and supporting marine conservation volunteers. The meeting acknowledged this and suggested consulting local fishing communities on marine natural resource conservation activities.
