Meeting Minutes of the Committee for Supervising the Environmental Impact Prevention, Mitigation, and Monitoring Plan for the BLCP Power Company Limited Coal Terminal Project No. 84-3/2566, held on Friday, September 22, 2023, from 09:30-11:30 at Meeting Room 204, Map Ta Phut Industrial Port Office Building, with Mr. Porntep Puripat, Deputy Governor (Operations Line 3), Industrial Estate Authority of Thailand, as Chairman. The meeting acknowledged the Chairman's announcement and approved the minutes of Meeting No. 83-2/2566.
Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the results of environmental impact monitoring for June-August 2023. It was found that general noise levels around the BLCP Power Station in July 2023 had a 24-hour average of 62.2-63.3 dBA and a maximum of 69.9-89.5 dBA, which comply with standards. Water quality discharged from the cooling water discharge canal for both Unit 1 and Unit 2 in July 2023 showed no detectable mercury, cadmium, or chlorine, which are below the specified standard values. Additionally, seawater temperature and overall seawater quality in Map Ta Phut Bay, including marine ecological quality, all comply with relevant standards and requirements.
Ms. Sineenart Khanthaballang from BLCP Power Company Limited summarized the operational results of the power plant and BLCP Coal Terminal for June-August 2023. There were a total of 7 coal terminal dockings, with a total coal volume of 983,660 tons. The average sulfur content in coal was 0.43%, which complies with EIA requirements. Both power plant units generated a total of 1,480,642 MWh-net (Unit 1) and 1,483,942 MWh-net (Unit 2) of electricity. Fly ash and bottom ash were managed, totaling 149,783.16 tons and 34,924.98 tons, respectively. Additionally, other hazardous and non-hazardous waste volumes were appropriately managed.
The results of air quality monitoring for emissions from BLCP Power Station's stacks, including sulfur dioxide, nitrogen dioxide, opacity, and particulate matter, as well as water temperature in the cooling water discharge canal, pH, and residual chlorine in the cooling water intake canal, all complied with specified standards. Ms. Nongnapat Wannakowit also concluded that the project has fully complied with various environmental impact prevention and mitigation measures, such as the installation of pollution control systems, waste management, and marine ecosystem measures.
Ms. Kallayanee Hakhwamsook from BLCP Power Company Limited summarized Corporate Social Responsibility (CSR) activities for June-August 2023. The company remitted a total of 7,648 million Baht in value-added tax and contributed a total of 59 million Baht to the Electricity Development Fund. Additionally, there were continuous social and environmental development activities and community cultural promotion, such as the "Good Port, Good Education with BLCP" project, scholarship grants, the "Crab Condo Building" activity, receiving the Green Industry Award, and collaborating with the Friends of the Community Association to organize various projects like Eco-Schools, emergency drills, and mobile medical units.
