The BLCP Power Station Tripartite Committee Meeting No. 68-2/2561 was held on Wednesday, June 13, 2018, at the Meeting/Seminar Room, Kiang Saket Energy Building, BLCP Power Station, with Mr. Wira Mawijak as Chairman. The meeting resolved to approve the minutes of Meeting No. 66-4/2560, dated December 21, 2017.
Ms. Wimol Yongpanichkul, Corporate and Community Relations Manager, reported on BLCP Power Station's CSR activities, which included publicizing the "Thod Pha Pa Samakkee" merit-making event at 12 temples in 2018, promoting the Line group "BLCP Tripartite" for information dissemination, and community occupation and income generation projects such as the Sufficiency Economy Organic Farming Project, where 14 farmers received standard certification. Additionally, activities like fabric dyeing, balm making, and aromatic soil crafting were organized, as well as an aquaculture farm project aiming to produce 200,000 shrimp and crabs per month. BLCP Power Station has returned over 7 billion baht in VAT and withholding tax to local communities during 2006-2018 and supported over 1.2 million baht in souvenirs/snacks from the community.
Mr. Yuttana Charoenwong, Managing Director, reported on BLCP Power Station's operations. The power station achieved 2 million hours of operation without lost-time accidents on February 28, 2018, and is preparing for audits to maintain ISO 14001, OHSAS 18001 systems, and renew its Eco-Industrial Factory certification in April-May 2018. Furthermore, clarification was provided regarding PM2.5 dust, stating that high dust levels in Bangkok and Samut Prakan were primarily caused by vehicle volume, open burning, and construction, not by power plants in Rayong.
Environmental monitoring results by United Analyst and Engineering Consultant Co., Ltd. showed that the average sulfur content in coal as of the end of February 2018 was 0.50%, which exceeded the EIA requirement of an annual average not exceeding 0.45%. However, the maximum value per shipment at 0.61% remained within the specified limit (not exceeding 0.70%). Total net electricity generation for 3 months (Dec 2017 – Feb 2018) was 1,055,094 MWh-net for Unit 1 and 1,383,856 MWh-net for Unit 2. Flue gas emissions and wastewater discharge into the sea were mostly within standards, except for some periods with increased opacity and dust due to ESP system maintenance in early 2018, and PM10 levels in the ambient air at Map Ta Phut exceeded standards in late January 2018 due to seasonal weather conditions.
BLCP Power Station and its coal-handling port have fully complied with environmental impact mitigation measures such as coal pile management, dust control, wastewater treatment, discharge water temperature control, waste management, and the provision of 119 rai of green space, which exceeds the EIA requirement of 10% of the total area. The date of the next meeting will be announced later, and the meeting thanked all participants, along with providing travel expenses and snacks from the community.
