What measures are being taken by BLCP to reduce environmental impact?

Measures on air ambient

The Station was designed by using the proven technology to reduce technical risks and to ensure environmental compliance.. Major equipments were installed as follows: 

  * Installation of burner for reducing oxide of nitrogen (Low NOx burner)  
 * Installation of Electrostatic Precipitator; ESP 
 * Installation of Flue Gas Desulphurization; FGD and
 * Construction of 200 meters high chimney

For air quality monitoring and checking, the Station has also installed an automatic air measuring instrument at the top of the chimney, and built four Air Quality Monitoring Stations (AQMS) within the specified vicinity of the power station.

Measures on water quality

Water supply in the Station can be categorized into 2 types as follows: 

Fresh water
It is designed for the usage of electricity generating process, the coal transportation at the coal unloading facilities, the maintenance activities at the coal stockyards, and general usage at offices for employees. The water is also needed at the waste water treatment plant including recycled again for the usage at the coal stockyard. 

Sea water 
The water will be pumped into the power plant at the cooling water intakes, and discharged back to the sea again at the outfalls after being properly treated of its chemical compositions, its temperature and its PH value for the purposes of environmental compliance.

 The Station also has equipments for protecting sea animals by installing 2-layer sieve in order to protect the sea animals from intruding into the cooling system.

In addition, the speed of sea water used in the cooling system is also controlled in order to enable the sea animals surviving in cooling water delivery canal. The system is checked and the annual maintenance of the equipment is executed, including the water quality and temperature around the power plant are regularly measured and checked. 

Ash 
Both fly and bottom ashes, arising from coal burning, can be commercially sold to the cement industry. At present, numerous studies showed that a variety of application can be made for additional value creation including ready-mix concrete, and simple reduction cost of this raw material. It is known that fly ash have been used for mixture with cement for construction of Khlong Tha Dan Dam in Nakhon Nayok Province.

Emission
The Station controls the percentage of sulfur content on per shipment basis within the range of 0.27-0.70%, and the average limit of 0.45% on per year basis. Based upon the plant design and the technical calculation, it is estimated that the Station can outperform all key parameters or limits as stipulated by the EIAs as follows. 
Dust at 43 mg/m3 against the regulatory limit of 120 mg/m3. Simply put, it is 64% better than the standard. 
Oxide of Sulfur (SO2) at 262 ppm. against the regulatory limit of 320 ppm. It is 18% better than the standard.  (However, the annual average is at 124 ppm., or  61% better than the standard).  
Oxide of Nitrogen (NOx) at 241 ppm against the regulatory limit of 350 ppm. It is 31% better than the standard.
